united states, you are president of all the people. not just the people who voted for you. >> you've got to look at what the guy has talked about through the whole campaign. he believes that every american has to have skin in the game. has to have a stake. and he doesn't want what the president wants works i is a bigger, more bloated government that's taking more people's money and being more oppressive on people's lives. he wants to empower individuals through sacrifice and opportunity to get their lives as date as they can and be make america greater. >> the real story behind these comments is what is behind it is president obama's very deliberate attempt to do class warfare as part of his campaign strategy. it's president obama who has decided to divide the electorate down those levels. >> i get the general feeling that with more and more people becoming dependent on government, that by next july we could perhaps be so -- it will be dependence day, not

make sure that everybody's got a shot. >> frankly, we have two very different views about america. the president's view is one of a larger government. this is tape that just came out today where the president is saying he likes redistribution. i disagree. i think a society based upon a government-centered nation where government plays a larger and larger role, redistributes money, that's the wrong course for america. well, the hits keep coming from both sides. so who is winning this battle of the tapes? former senior advisor to president reagan began, pat buchanan joins us. nice to see you. >> nice to see you, greta. >> are these good synopsis of the two different divisions? >> it's good to have this argument because it is what this campaign should be about and it's about what this generation is about. you have something in the united states of america, something approaching half the people don't pay income tacks and half the people who strictly get

benefits from government. what gov. romney is saying it's hard to appeal to people on the basis of tax cuts when they pay no taxes, and then they say you have to pair back the welfare state and they get all these benefits. we see this ongoing in europe, you see it in california, you see it in the cities that are going under. can you have a system, a society, where there are far more tax consumers than there are taxpayers? john c calhoun said that is the beginning of the end of a democratic republic, and we are in the fail-safe zone right now and almost crossing that line. this is a great debate to have in the end of this campaign. >> there is some battle over what the 37% means. how many people pay taxes, don't pay tax necessary i'm not going to get into the hair flitting. but i'm curious, how do the two campaigns get these points out to the american people? because this has in the discussion some sort of salon, where people talk about the everyone issues. how do they make this real for

the people? >> i this i the way you do it, gov. romney should do it. where i disgreet with gov. romney, of those 47% you have good folks in florida. let's say a retired person, maybe from the military, those folks are with you. but there are other folks clearly getting all the benefits that live off the bench fits and he's going to have a tough time with him. if i were him, i would use examples. use the state of california. look at what is happening in illinois. off liberal mayor and a very liberal union here at war with each other inside the party of the public sector. look at europe. look at france. look at spain. look at greece, look at italy. the public sectors have gotten so huge that these laces are collapsing and people are leaving. that is what is happening to us. 37% of our entire gdp now is consumed by government. 24, 25% at the federal level,

12% at the state and municipal level. it's about 55% in france. this is the great cause of our time. are we going down the road? barack obama, in my judgment, is a fabian socialist. you saw the redistribution, and by that i mean he's not bernie sanders who is out in the open and honest about it, but he's a fabian socialist that wants to move through reform step by step until a majority of americans are dependent upon government and when that happens the party of government wins every election. >> i'm curious, we have only this snippet of it and i always want the whole thing so i can put it in context. but what's interesting, what he said, and i realize it's in part, i think what we are going to have to do is somehow resuscitate the notion that government can actually be effective at all. has the past four years as he resuscitated the notion that the government can actually be effective? >> no. let's take one example. food stamps.

i grew up in d.c. 800,000 people here in d.c., born in the recession, grew up in the 50s. nobody of those 800,000 was on food stamps. cities now 600,000. one in every five people are on food stamps. >> what happened? >> this is just it. the whole idea, we used to have fdr talking about relief being a narcotic, we have to get off this welfare is what he said. and in that sense it's a narcotic. barack obama is a drug dealer of welfare. he wants permanent dependency, in my judgment, of all those folks somehow getting benefits, benefits, and paying no taxes. i think you've got -- gov. romney is the complete opposite. we believe in temporary help for anybody that's in trouble. you should have it with every family. unemployment should be temporary. unemployment benefits should be temporary. food stamps should be temporary. what are we doing with

47 million people permanently having to be fed by the government? >> it's much easier to move people off food stamps and off unemployment if the economy is revved up and going and they had someplace to go. >> indeed but look at what the republicans did and what bill clinton did. two years on welfare and then off. you have to get work fair. you have to go get a job. look, the society cannot carry forever a huge, vast and growing class of folks who are permanently dependent upon the government of the united states and state and local government while you are shrinking the number of people that are contribute being and paying the taxes. the tax consumers outnumber the taxpayers, it is all over for the gop, and it is all over, i think, for this republic. >> i suspect if president obama were here he would say the reason that he talks about the redistribution is because he doesn't want the united states to become essentially a gated community where you have the haves and the have notes. and so extreme even the haves have to live behind bars to be

protected. >> ronald reagan said something different. he said a floor of decency under every family but no -- over his head. but it, the ambitious will rise up. he will come in and scoop it off for eternity to give to folks who aren't make that much? that is socialism. that's not the country we grew up in. >> what ever happened to our middle class? >> the middle class is shrinking. one of the things is the mammoth size and dependency of governments at all levels. 37% of gdp going to government. that's like world war ii. i grew up during world war ii and it used to be 20, 25%. now 55. they are raising the tax rate to 75%. the rich guys are headed for belgium. >> pat, always nice to see you, sir. >> it's delightful. >> now to the latest. violent anti-american protests

are still exploding across the globe. new protests break out from pakistan to indonesia to in tuesday twelve people blown newspaper a suicide bombing. militantscy it's revenge for the anti-muslim film that sparked violence in the mideast. meanwhile in washington, the white house pressed for answer. did the obama administration get any warning about increasing violence in libya before the murders of four americans, including the ambassador. former ambassador john bolt on joins us. nice to see you. >> glass to be here. >> did they have warning? >> this is important information if it's true because it means they failed to heed the warning and put the ambassador and three of his colleagues in a desperate situation. i think this is the white house center unraveling right in front of itself. what they are trying to do is hide behind the fact of an fbi investigation that's pending in libya. which i find ridiculous.

the idea that the administration has returned to terrorism as a criminal law matter rather than as a continuing war is extraordinarily disturbing. >> i am even surprised at the discussion. why in the world did anyone need a warning? i've traveled to some of the dangerous places around the country. i haven't been to libya, but i would suspect that place would look pretty dangerous to me. they have a grand new government, lots of factions, you have people fighting each other, fighting the old administration. why would you even need a warning that we really have to have lots of security for our people? >> we were obviously caught by surprise both in libya and in egypt. different situations but caught by surprise in both cases which means only one of two things. either there's a massive intelligence failure not to see this coming, or the administration believes that things were so benign, that the environment was so calm they didn't have to worry about it. wrong in both cases. no one can say we have adequate

security in libya. we have four dead americans. what else do you need to see. >> the secretary of state hillary clinton said today we had no actual intelligence that an attack on our post in benghazi was planned or imminent. two questions, first of all, they said benghazi. they had some warning for egypt. what does the actual intelligence mean? >> when you are in a threatened environment and the ambassador goes outside the compound, especially in benghazi, that has been a source of recruiting for al-qaeda for some time, extra caution should have been taken. one should argue at a dangerous place on 9/11 he doesn't go out at all. but the tragedy that four people are dead, it doesn't matter what the excuse is beforehand, there was a massive failure here. >> let's go back to my earlier

point. why do you need a warning when you are in a place where there are extremists that don't like americans, and whatever purpose and he was heartless in libya, it was so obvious people didn't want us here. islamic extremists don't want us there, they want their law. >> unless you think everyone is fine. and you think things are going well in the middle east. but if your notion is that the war on terrorism is over and we've won, what's the threat really? what could go wrong? >> whatever happened to that -- i mean, the concept the new beginning? president obama spoke in cairo and he said we have a new beginning. >> well, i guess they didn't get the memo out in the street there because these demonstrations i think have proven that the radicalism, the hatred of america that comes from the radical extremists is still there. in tunisia when they couldn't take down the embassy they went across the street and burned the

school f you can't get the hard target, you get the soft target. 600 children could have been at risk there. that's why private americans in the region are at risk as well. >> it's sort of quiet, not totally, but is the lid on or should we be apprehensive? >> we should be apprehensive. if you go back to 1979, before our diplomats in tehran were taken hostage, the embassy was penetrate there had too and the government said don't worry we won't let it happen again. famous last words. i don't think anybody can predict the course of these demonstrations or terrorists attacks, but the message to al-qaeda and other terrorists, they have killed an american ambassador and i think our people are vulnerable all over the region. >> and even the situation in russia, apparently rush has has told the united states it doesn't want any more -- our democratic groups over there doing any aid over there. >> vladimir future ten has a plan for russia that doesn't

include democracy. it's not that different from some leaders in the middle east who believe in the theory of one person, one vote, with untime. remember in turkey, some years ago, they said democracy is like a streetcar. you ride it to the stop you want and then you get off. think about that tore a while. >> thank you, sir. >> thank you. >> the. >> and donald trump. the money was supposed to be spent to boost our economy. so why is the federal government using our money to help the chinese instead? you know donald trump won't like this, and he's here. and romney has an idea how to woo the women to vote for him. you will hear from our panel. you don't want to miss what they have to say.

the rules? >> well, nobody can be surprised. what they are doing with solar is amazing. anybody knows and anybody in my industry, which is real estate, know that it's too expensive to buy the solar panel the, it doesn't work. it's about a 35-year pay back. so now all of a sudden china is going out and making our -- you know host of our solar panels are now made in china. you look at the hundreds of millions of dollars of that been lost on solar by this government. so a thing like that, greta, would not surprise me at all. >> the whole point of the stimulus was to ref up our economy, not to ref up the chinese economy, and i think that, i think, is what is stunning many. >> why should we change? we've been reffing up the chinese economy for years. and in about four years they are going take over our number one spot, as the number one economy in the world. so why would we change midstream? let's keep revving up china, right, greta? >> i a saw they just tweeted

that president obama is finally listening to you on china. >> it's interesting. i've been talking about china for the last three years on your program and others and people are starting to listen and all of a sudden he's starting to try to get tough but unfortunately it's only words and it should have been stopped years ago. it should have been stopped years ago. they have been doing this in many industries. he's talking about autos, but this has been done and is done in many industries for years. but at least he's looking at it. at least for the first time he is listening. >> you know, it's funny, i thought you would be more appalled about using stimulus funds on the solar panels in china than you are and i sort of detect an apathy or what do you want type response than one that's gotten you enraged. >> greta, if you get enraged from all of the stupidity from this government, you wouldn't be around long. it certainly angers me but at a

certain point you just see so much, it's just so much. you are telling me one thing, but i mean the big picture is what china has been doing to us in a much bigger way or what opec has been doing to us for many years with oil prices. you look at the economy. we have a crashing economy. we have a bad economy. the world is doing horribly. europe is doing horribly. and yet oil prices are at record levels. now there's only one reason and that's because of a monopoly, and that monopoly is in the form of opec. that's the only reason. oil prices sure at $20 a barrel or $25 a barrel, and they are hitting 100, and they are going to be a lot higher than that soon. and this is with a bad economy. that only is because opec gets together and they fix the price of oil. they get away with it because we have nobody in this country, we have nobody to defend us. >> all right. now to the battle of the tapes. there are two tapes that is in the political chatter today

that's consumed headlines. one is the one of gov. romney at a fundraiser that was released yesterday, and now a new one today in which president obama is discussing redistribution. we don't have the entire tape but the word redistribution is there. your thoughts on the battle of the tapes today? >> first of all, when it comes to redistribution, i'm not surprised because that's where he's at. that's where his mind is. he's done it before and he said it before in different forms. but that's where his mind is. so i'm not surprised by that one. on the mitt romney tape where they pretty taped him, they shouldn't apologize. maybe it's time to bring on this discussion. he should not apologize and he shouldn't even come close to apologizing. he should talk about it. everybody should talk about it. by the way, he's not going to get those votes anyway. but he should be talking about it and not apologizing. >> so you don't think that this

is a strategic blunder on his part? >> i think he probably wished he didn't say it, and maybe he did and maybe he didn't and maybe he also meant something differently. and he actually said that it is not what he said -- what he said is meant in a different way. but, look, it's a discussion that maybe should be had. you do have a large percentage of people not paying taxes. you do have a large percentage of people that feel that they are entitled. and maybe that's a discussion that we should be having. and i think that's a lot better, handling that way is a lot better, greta, a lot better, than going out and apologizing. i hope he's not going to apologize. he sort of got to that little point, but i hope he's not going to be apologizing. >> the president's redistribution comment, is that a strategic blunder? >> well, probably. >> it was dated 1998 so it wasn't like it was just in the campaign season but nonetheless,

it's now in the political chatter. >> i guess in 1998 you could sort of say you change. lots of people change their minds on things and i guess he will probably be saying that. is it a blunder? probably it's not the worst thing that will happen to him. the worst statements would be made especially when it comes to votes because there are a lot of people that would like that statement. obviously there are a lot ofike. i think it's a terrible statement. i think it's a shame. but i also know and understands him. i really do have a good understanding of him, i believe. >> which is what? >> i this i understand him better than most and i think that's where he's coming from. >> what do you mean you understand him? explain that to me. >> that's where he's coming from. his basic mind-set is reduction, his basic mind-set, you look at the war he's waging with the rich and the so-called less than rich. and, you know, that's the mind-set. and frankly, from a political standpoint, probably it's the only way he can get elected, whether we like it or don't like it, based on how badly the

economy is going, based on the fact that he's probably in the history of presidents of the united states, he's our worst at foreign policy. you look at the middle east with all of the time and all of the effort, and the speeches he made in egypt. go over and make speeches in egypt, then he lets mubarak go, he drops him like a dog, they hate us and they now hate israel. i would have to tell you, if i were jewish and i were from israel, i would not be at all happy with barack obama. it is a disaster what is going on. israel is in big trouble with barack obama. >> you say he's the worst president with foreign policy. how do you rate him with handling the economy? >> well, i think the economy is a disaster. foreign policy is a disaster. >> is that his fault? >> well, i think it's largely his fault. he's done nothing to cure it. and they are offering all sorts of false stimuli. if you look at what is going on with the stem plus package, it's

justore and more keeps coming out. it's going cause massive interest rate increases. and also, very importantly, it's going to cause inflation. and you know who is going to be hurt the worst by that? our poor people. poor people are hurt the worst by inflation. you know inflation, the real estate business. the best thing that can happen to a big real estate person is inflation. it's our friend. but it's a very bad thing for the country. the people that get hurt by inflation are people that don't have a lot of money because bread is going to double and everything else and food is going to just double and triple in price. so the people that really get hurt are the people that you don't want to hurt. >> any regrets you didn't run? any thought about that? >> well, i was doing great, i was leading, as you know, better than anybody. i was leading in the policy, i was having a lot of fun. i was actually enjoying it. i think i put out a lot of good word and a lot of people liked what i said, whether it was about china or opec or lots of

redistribution, are we going to see this in an ad? >> sure, any doubt the romney people will try to take advantage of it. but a 14-year-old tape, that's kind of a long time. he's been president for four years and if this was his policy and goal, we would have seen it already. but there's a fundamental truth there, the power of government, the idea of government is a force for good and democrats and the president obama believe that at a base level and republicans and mitt romney tend to de-emphasize it at a base level. >> it's not surprising to me at all the tax code is redistribution. people at the higher end pay more and people at the low end pay less. the whole system is government is redistribution. and only surprised the 1998 version of barack obama was not more liberal. at one point he's criticizing government saying government has made mistakes, the chicago public schools aren't so great and we need to restore people's trust. i don't think it's significant.

>> but the food stamp rolls that gone, which is a poor reflection on us we can't get our economy going as a nation, shows poor stewardship by us. doesn't that provide gov. romney with a little ammunition? >> it does. i agree that this attack, the counterattack was not that successful, but he need today change the conversation in some capacity. he needs to change it to the food stamps or economy, and not that fundraiser. it's about barack obama in some capacity. mitt romney lost the week, he's losing the week, he needs to step it up. he needs to play smart, like donald trump says, from here on out because he's down now. >> in terms of gov. romney and how he handled his little problem yesterday? >>s he came out, as he did, with the statement about the violence in northern after extra and libya and cairo last week. it was a similar situation, came out, didn't back down, defended it and used the opportunity to

say what he wanted to. and i thought he actually did a pretty good job in his statement of explaining his philosophy. i mean his second bite at the apple was a decent one. i don't think he really fully explained -- his comments weren't fully consistent with his original comments. i don't think he addressed the point he was making. but clearly the romney campaign is feeling don't apologize, don't back down. remember the title of his book is no apology. he never apologized for healthcare reform in massachusetts. i think they see a clear strategy stand by and don't apologize for what they do. >> if i watched this from afar, it looks like the two campaigns are pretty childish, slipping the tapes to the media and selecting words and going after each other. >> there is something there, greta. i think a lot of voters want an adult moment and this is not how it is right now. it says something larger about the candidates. it's waged on the tactical, kind of petty level. >> and the debates coming up, is

>> let's go to new york st. louis for the headlines. ainsley. >> parts of the northeast recovering tonight from violent thunderstorms and damaging winds. the huge storm system swept across a number of major cities, including washington, new york and philadelphia. maryland's coastline was also hit hard. the storm caused major flooding there and left a path of downed trees and power outages across several states. many residents remain on guard tonight. and asper attack reportedly sparking outages on bank of america's website if you tried to log on today. it's possibly related to an islamic terror group that sources say made an online threat against american interest. bank of america would not comment on the reported attack. i'm ainsley erhard. now back to greta.

>> is gov. mitt romney taking a new approach when it comes to the women? we will take a look at the romney campaign's new ad. >> deer daughter, welcome to america. your share of obama's debt is over $50,000, and it grows every day. obama's policies are making it harder on women. the poverty rate for women, the highest in 17 years. more women are unemployed under president obama. more than 5.5 million women couldn't find work. that's what obama's policies have done for women. welcome, daughter. >> i'm mitt romney, and i approve this message. >> we are back with our political panel. is it a war on women and does gov. romney's ad address the war on women as the democrats raise it? >> it's impossible to tell who they are targeting in that ad. i think they say women eight times and daughter one time.

but both sides do it. both sides know the war over women, both sides need them on their side. president obama needs them to carry his election and mitt romney needs them to cut into his numbers. and they are tieing it directly to women using imagery of daughters. it's all about the women. >> the gender gap is defining fact of this race. some polling has shown obama leading anything women in the mid-teens, 15 or more%. it's probably still double digits at least, even if that number is an outliar. if there's one theme i remember from tampa it was women, we love you, we honor your work, mothers, wives, and i think they are still fighting that fight. you know, and so there's no subtlety to it, but they are clearly a little desperate on his front. >> in his convention speech, romney referred to children

about tenimes. i think he's trying to get around the like ability problem here where he wants people when they go to the polls think about their children when they vote and i think that ad goes right at it. i don't think it will be remembered for a long time but that's what they are trying to do. >> i will go out on a limb on the war on women and the democratic party. i have traveled the world. you want to see a war on women, you go to countries where women can't travel alone, show their face, and the taliban extremism. the idea here, i will tip my hat to the american men. american men treat women better than any other part of the world. things could be better, i can see that. but it's interesting how that whole war on women aspect. >> do you think that resonates, though? they are using it a lot. >> i think women are worried more about job. roe v. wade, that's a supreme court decision and that's going to be there. i this i the women are being played on this a little bit.

>> your of and your point, virtually no discussion about what will happen to the women of afghanistan as we leave there? >> and hillary clinton, when she promised the afghan any women that we would not leave and let the taliban go in there and do what they did again, but anyway, that was in afghanistan. panel, thank you. >> thanks, greta. >> it started with the infamous vegas convention. the gsa busted for wasting your tax dollars time and time again. has anything changed since the new leader took charge? you will hear directly from the acting administrator. that's next.

gsa. $830,000 washed away. it's deplorable. >> there's so many levels of where people are just looking the other way. >> a public beating. outrage of the gsa's colossal waste of money reaches capitol hill. >> we've been trying to drive home the president's message that we need to be effective and efficient in delivering our services. we've talked to our employees. we've really worked with the entire gsa organization and asked folks what needs to be better here? with of and we've been taking steps to make the organization a better one. i think with a lot of our viewers, they say how could it happen? so i ask you, how did it happen, why did it happen? >> as i said before, i don't think there was clear enough transparency and accountability. we weren't able to see down into the organization and as a result get a good picture of the direction of the organization. we are working very hard. there are a lot of very, very commit the people within the

organization. some of the people that are angriest about the abuse and waste is the gsa employees whose hard work has been turned around. >> we found another regional employee was planning for a party, but you guys stopped it in the last minute. >> and i that's the trick, making sure that people know we are paying attention, we are going to find out and we are going to stop these things before they happen. but more importantly, i think everyone in the organization recognizes what our core mission is, saving money, and they are really committed to delivering on that mission now. we are going to give them every help and provide them every assistance in seeing that through. >> and last question, what is the level of confidence you can give me and the viewers that you and i won't be talking six months from now, eight months from now about another las vegas conference gone wild? >> i'm 100% confidence we won't
